Russian grain exporters to sell directly to sovereign buyers
MOSCOW, Oct 18 (Reuters) -Russian grain exporters will sell directly to sovereign buyers, while non-Russian winners of international tenders will receive Russian grain only if they have long-term off-take agreements with Russian firms, the Grain Exporters Union said on Friday.
"By the decision of the union's board, deliveries will be made directly to government agencies and sovereign buyers," the union's head, Eduard Zernin, was quoted as saying in a statement posted on its official Telegram channel.
The union, which says it represents companies exporting 80% of Russian grain, had earlier accused unspecified exporters of shipping excessive volumes at low prices.
Russia plans to harvest 130 million tons of grain in 2024, down from an earlier forecast of 132 million tons. The new estimate is a 12% drop from 148 million tons in 2023 and an 18% drop from a record 158 million tons in 2022.
The announcement follows the Agriculture Ministry's recommendation to exporters not to use foreign intermediaries at international tenders and not to sell Russian wheat at prices below $250 per metric ton.
Zernin said the board decision will apply to deals concluded after Oct. 11. The deals concluded before will be executed on agreed terms.
The union said that the recommendation will affect 13 countries, including the world's largest importer, Egypt, and other major buyers of Russian wheat such as Saudi Arabia, India, Iraq, Algeria, and Morocco.
"The companies that are members of the Union will not assume responsibility for fulfilling the obligations of foreign companies that win tenders unless they have a long-term off-take agreement with Russian exporters," Zernin said.
According to traders, the move will be a blow to many international trading houses, which used to win tenders and then purchase the Russian grain to meet their obligations.
However, it will also increase risks for some exporters who used to hedge their trade using the chain of intermediaries.
