TOKYO, Nov 23 (Reuters) -The Japanese government is making arrangements to set a target to cut greenhouse gas emissions in the fiscal year 2035 that ends in March 2036 by 60% from 2013 levels, the Nikkei business daily said on Saturday.

Japan already aims to reduce emissions by 46% from 2013 levels by 2030.

Japan's emissions surged after the 2011 Fukushima nuclear disaster led to reactor shutdowns and heightened dependence on fossil fuels.
